they can be. ultimately it's up to end users and server admins how secure it is. most problems on the user end, aside from social engineering, can be solved with an encrypted VPN to an RDP that's on the server. it really shouldn't be that hard. the real security issue is the people who aren't tech people connecting over public WiFi or letting their laptop sit out in the open, or doing basic normal people stuff because they don't think about cyber security.

When I worked in DoD research, we had to use virtualized operating systems. I can't remember the service provider, but making sure all the researchers used VPNs and virtual-desktops ensured that we weren't allowing any unauthorized apps. But for the really sensitive stuff, we had to be in-person. No exceptions.
